A clip recorded too quietly is unusable on a phone speaker; one recorded too loud clips and distorts. Either way the fix is the same knob.
This page applies one level to the whole clip. Volume that rises and falls is a keyframe job, which belongs on a timeline.
Raising the volume cannot recover what was clipped at recording time — distortion that is already in the file stays there.

Can I make it much louder?
Up to a point. Anything that was already clipped when recorded stays distorted; amplifying only makes it louder distortion.
Can the volume change during the clip?
Not on this page. The editor keyframes volume over time.
Can I fade in and out?

Does the picture change?
It is re-encoded once, which is not something you will see.
