A mosaic says "this was deliberately hidden" in a way a blur sometimes does not. For anything that needs to look obviously censored, blocks are the clearer choice.
The area is shrunk to a small grid and blown back up with image smoothing turned off — leaving smoothing on produces a smear, not a mosaic.

Mosaic looks deliberate, blur looks softer. For documents and faces that must clearly be hidden, mosaic reads better.
Does the box follow movement?
No, it stays put. Tracking needs keyframes, which is a full-editor feature.
Can the blocks be made bigger?
Block size follows the box, so a smaller box gives proportionally finer blocks over a smaller area.
Is it reversible?
No. The blocks are encoded into the output and the original detail is gone from that file.
Is the sound kept?
Yes.
