A loop is not an effect, it is the same clip several times in a row. That needs something that can hold more than one input at once.

Could I just merge the file with itself?
The merge tool takes several files, so selecting the same file twice does work. It re-encodes though, where the editor simply repeats it.
How many times can I repeat it in the editor?
As many as you want; the timeline has no cap.
Does the sound repeat too?
Yes, the whole clip repeats, sound included.
Can I make it loop seamlessly?
Trim so the first and last frames match before repeating — that is what makes a loop look continuous.
