Will slowed-down footage stutter?

At 0.5× it usually still looks smooth. At 0.25× the source simply does not have enough frames, so each one is held longer and motion gets slightly jerky. This site does not generate in-between frames, and every slowdown without frame interpolation behaves this way.

Does the sound get high-pitched when sped up?
